Building developer ignores asbestos citation from EPA

Moline, IL - The Illinois Environmental Protection Agency may soon be fed up with waiting for a response from the development company in charge of the site of a former nurses' dormitory that has some asbestos violations.

The EPA has notified Moline Place Development (MPD) that the agency will take its case to the attorney general's office for legal action if it does not receive a remediation plan for the site from the company soon. The agency issued the developer a citation last September for violating federal and state environmental laws, claiming that MPD did not follow proper guidelines for handling, removal and disposal of asbestos-containing waste material.

The developer had previously planned to demolish the dormitory to make way for the second phase of the One Moline Place project which is expected to hold 57 homes, six villas and 12 condominium units. The project was halted after the EPA investigated the site because of an anonymous complaint of improper demolition activities and discovered asbestos.

At the time, the state agency requested that MPD contract a licensed professional to design a plan to properly deal with the asbestos. However, the EPA said as of April 30, it still has not received plan from the developer and has not even been given information that the company has hired a licensed contractor.

An EPA executive said a complaint filed with the attorney general's office could ultimately lead to a civil penalty for the developer.
